Curious, but what's stopping DM from disintegrating SS or for that matter the board?

I haven't seen FF2 since it first came out (there's no need to watch it again), but i figured Surfer wasn't so gimped that he didn't have matter manip to match Manhattan... he should be able to control his own molecular structure, but i honestly do not recall his feats from that terrible movie.
