In the Spawnverse, Greenworld is equal to Heaven and Hell, and gleans power over ALL the forces of nature(both physical and metaphysical.) Moreover, the powers of Heaven and Hell are entirely negated by Greenworld:

That's why Spawn couldn't do much against Heap--it was a creature of Greenworld, and he was a creature of Hell.

And when 'The Keeper'(who was really Man of Miracles in disguise) connected Spawn with Greenworld itself, Spawn was able to control all the fundamental elements of nature--a fact he demonstrated when he beat Urizen:
