When people say this they're probably referring to the time when Constantine sort of forced the presence's hand.

I don't remember what he wanted to accomplish, but as far as I can recall he said something to the effect of;

"When I start shit, a lot of shit goes down. Wouldn't it be better if I could just have what I want"

And the presence's avatar or whatever said "okay, you've earned it"

I mean, the sheer number of metas that the City would be pumping out, not to mention the various concepts in DCnU that he could exploit (the Red/Green etc, the Speed Force) and weaponise....
