Take a look at how quickly Sidious swings his lightsaber at Yoda and Mace Windu in their duels.

Now imagine a rainstorm.

Imagine Palpatine twirling his lightsaber at comparable speeds to deflect raindrops.

Would he have come out of it completely dry?

Of course not; he'd be soaking wet, because he isn't close to being fast enough.

Bane is literally orders of magnitude faster than Darth Sidious with a blade. He chops him up before he can even react.
