Legend may place Valkorion in the same sphere as the Ones, but Tempest will always mark Palpatine above him. So no matter how hard Legend tries, Legend!Valkorion will always be inferior simply by virtue of "Tempest!Palpatine's" existence.

Except LeGenD will always put his before Tempest's so that argument is invalid.

That argument plays in both directions. Legend will always say Valkorion > Palpatine, while Tempest will say that Palpatine > Valkorion.

I would say Tempest since his Palpatine is actually a Universe buster while Legends doesn't believe anyone can do that except maybe the Bedlam spirits.
