IMO, Dr. Doom would actually be one of the LEAST scary villains to meet. Supernaturals would be scary. Carnage would be hell scary because you just know he would kill you horribly. Ultron likewise - you just know he would kill you and he will show no mercy.
I actually think just about the worst to run into would be that Spidey villain who was just a mass of spiders wearing the skin-bag of its last victim. Like when it took over that dude's wife.

Can cure, heal, deform, absorb, live and dead flesh, or entire people.
He was insane and at a certain point, basically turned himself into a giant "Shoggoth" and started absorbing Alpa Flight.
