Albert weaker dodges bullet with ease. Scorpion can do it but with greater difficulty since he doesn't have superior movement speed. If he teleport weaker will just dodge since scorpion is way slower and can't out maneuver in time once he reappear. He has to come completely into existence before he can attack. So wsker will see him and go him.

Based on feats, and Scorpion not having any viruses to weaken and poison Wesker, Albert wins.
