No, the One Above All/Above All Others is from Marvel. The Presence is from DC and it's an omnipotent diety with it's evil side -- the Great Evil Beast. Besides, even taking away the fact that the GEB should rival the Presence, its feats alone are enough to suggest it thinks Bane and Vitiate out of ever existing.

Well, it seems like the concept of The Presence in DC is same as that of One-Above-All in Marvel; an omnipotent and all-powerful deity that created the Universe.

Yeah. Yahweh was responsible for the creation of the DC Multiverse/omniverse, and Above All Others was responsible for Marvel. Each one has a litany of nigh omnipotent cosmic beings serving under them to preserve a certain aspect of reality, (I.e. The Living Tribunal, Oblivion, Death, Eternity, Infinity, etc for Marvel and Lucifer Morningstar, Michael Demiurgos, The Spectre, etc for DC).
