I have no idea what first form level Frieza is at to be honest, since I don't know what level RoF Gohan was intended to be at.

Gohan states otherwise in the show, several times. Akira only confirmed that everyone was near or at their max during BoG.

i Used to think he was around piccolo at base, then jumping hugely to maybe around perfect cell level as a super saiyan, kind of like back in his high school phase.

Then Piccolo jumped to such an enormous level in power when he fought Frost that I don't know now.

It only makes sense because he was fast enough to take Frieza's attack on himself to save Gohan during RoF retelling.

Yep. It's not hard to believe since Piccolo almost trains as much as Goku. The guy religiously trained throughout DBZ.

I think its good he's relevant again, it's just too big of a jump to be reasonable given his level in RoF.
