MCU Punisher vs Hawkeye

Clint brought 20 regular arrows and 10 explosive arrows to a gunfight.

Punisher brought the machine gun in the gif.

Shield wants Clint to bring Frank in alive. Punisher doesn't want to kill heroes, but he will do what he must to avoid imprisonment.

Hawkeye tracks him to an abandon warehouse in Hells Kitchen. Punisher knows someone is on his premises.

How goes this encounter?

Clint is the better shot and I'd wager the better hand to hand combat simply due to the fact that he engaged black panther and somehow had his bow to his neck in a disadvantageous position for a sort period of time. Though you essentially handicapped him in this. Punisher will do what he must including killing but Clint has to take him alive? Explosive arrows are useless then.

Clint has good enough aim he could catch Frank at the injury blast range, not the lethal. Just leave him bruised and disoriented after 2 or 3 arrows send him flying. Orrrr...arrow to the knee.
