True but that's when you're comparing their "base" strength. Savage Hulk can become more powerful than him given time. Professor Hulk can not amp.

He doesn't really need to amp when his durability is already enough to resist adamantium blades quite well and even Maestro's dogs o' war. He ignored Grimm's punch right in the solar plexus, too.
Speed? Enough to counter Wolverine's stealth attempt. Something that Modern Hulk couldn't do - see Savage Wolverine series.

Thanos killed war machine in 1 punch, Hulk didn't do that.
