They didn't tip the scales in RotS. They just have him enough time to sink into vaapad, but weren't an addition on top of that.

If you want to interpret "peak performance" Windu as "immediately immersed in vaapad" Windu, then I would say they stop at Luke.

Mace wasn't at RotS Sidious levels when the team was blitzed otherwise he would have reacted. With Mace in the state he was when he fought Sidious I think the team can be enough of a boon for Mace to take it against Sidious or Luke.

Unless Mace's isn't starting out in his prime.

Mace's Vaapad immersion thing doesn't particularly benefit him against Luke, so they lose that round anyway.

I'm assuming he's getting the amp regardless of if he's able to draw extra power from his opponent via Vaapad.
