Why don't clones/guards/etc getting force choked just shoot?

I know the natural reaction is to clench your throat, but seeing that prying at nothing does not help, why don't they whip their gun out of the holster and shoot the person in front of them?

To answer this seriously, people don't always act rationally in these situations.

there are many reasons, Not acting rationally because of less blood flow, not being able to ease your thoughts of death by griping onto the force that's harming you physically, and the main cause in my eyes, no training simulations for this type of combat.
