TUF->FotJ Luke is as minor as you can get
RoT Bane->DoE Bane is an immense dropdown in everything, I know you didn't put it here, but I believe it deserves a mention

But after another thousand years he's still weaker than Sidious. 🙂

Pre-Nathema Vitiate vs. AotC Anakin is probably much more lopsided than Post vs. RotS which would depend on starting conditions and Anakin's mindset.
