From a marketing standpoint, I assume the strategy is to get the minor heroes out of the way first and then give out the ones we want in later expansions to get you to spend more money.

It's lame, but it'll probably work, because everyone wants Chewie. 😛

I'm betting money Chewbacca and Tarkin will be the heroes for the Death Star expansion, and then the final expansion will be on Dagobah with Yoda and Bossk.
