Most incompetent combatants

Which combatants frequently blunder their way in battle, and under-perform relative to their skillset?

(Due to regression to the mean you'd expect incredibly powerful/skilled combatants to underperform, but oh well)

Vitiate is obviously number one (or maybe he just isn't that powerful), but who else makes the list?

Kas'im might just be weak rather than incompetent.

Sidious is number one. I don't agree with Quanchi on his views of Khan's supremacy, but he is on point about Sheev's foolish cackling and pointlessly standing around during battle.

Fifth Brother. At points in fights he literally stands there doing nothing.

Cartoon Shredder came to mind.

Vader. He tripped on his own lightsaber, lololol.

Zannah couldn't beat Bane unarmed/drugged, tripped over a grave, and couldn't even beat a weakened unamped Old man Bane

Not exactly the best duelist

It's already established that Zannah sucks though. This isn't really helping Vader.

Vader probably underperforms, as does Anakin. Luke too, but that's often due to conscious restraints.

UnuThul and Abeloth are also possible contenders.
