His senses he literally could spy on the other team. He actually sensed where Magnus was hiding during Infinity War even though he is "from many realities removed from here (616)". He didn't do it with his technology, but his mind and eyes. That's a trans universal showing

Above MOW? let's see some evidence. Has he made exact copies of Hulk, Hercules, Iron Fist, etc? Master's anti-telepathy tech stopped Talisman and Shaman reading his minions mind. They have shown to have galactic range.
To understand the level of advancement of the master's tech it took the combined intellect of Yellowjacket (Hank Pym), Iron Man (Tony Stark), Stingray and Black Knight working together to just barely understand it and still not be able to fully use it like the Master effortlessly does. I'll post some links tonight, but Ultra has made armies to take on the classic lineups of JLA & JSA. He has also constructed his body to go toe to toe with the likes of Superman and Power Girl.

Completely and utterly disagree. Ultra is easily the closest thing DC has to a Doom equivalent. Top tier is the only way to describe him and here is why.1. His ape body has been genetically modified to be in the physical league of Superman. Pre COIE he went toe to toe with E-2 Supes a few times and had the upper hand. post COIE he has beated Powergirl to a bloody pulp when mad and single handedly fought in physical battle Superman, Martian Manhunter and Guy Gardner._
2. His mental powers powers were shown to be at the peak levels of DC TPers. In early Infinity Inc he has telepathically controlled and dominated several members of Inf Inc from another dimension even though two of them had known TP resistance. He was also shown to be the telepathic equal to Brainwave Snr ( the same Brainwave who on debut before his powers fully matured telepathically pushed Spectre to go elsewhere for another perceived threat while implanting a suggested command in the rest of the JSA ( All Star Squadron 19). He also bested in TP battle MM, Hector Hammond, Gorilla Grodd and others and has telepathically controlled most of the worlds powerhouses at the same time. This was achieved because he developed devices to amp his TP or simply shut down a brain.

With Prep Ultra has soloed the combined JSA and Infinity inc._
He has altered the cosmic balance so that all heroes on his Earth no longer existed
He has usurped the power of reality warpers ( 5th Dimensional Imps)
He has given super powers to ordinary humans. In All Star Squadron with his war on America he careated a few Super powered minion. One was Deathbolt a character who could generate limitelss electricity.. Amazing man who could alter his molecular Straucture, Cyclotron who had full control over atoms and could cause atomic blasts, restructure matter and fly etc, plus a Thor like Character.
He has acquired artifacts of power like the power stone and Hammer of Thor ( the former is actually how he gained his mental powers having absorbed it's power into his mind). Plus only just been stopped from acquiring the Helm of Nabu three times as I recall.
He has time manipulated an orchestrated many events to go just the way he wanted. His plans have almost brought down the combined JLA and JSA several times and he has been absolute ruler of Earth at least twice._

developed deadly viruses that could wipe out most of Earths populationIf you start adding in his inventions since he would be like adding Stark, Pym, and Hank ( Beast ) together. He may not be Reed or Doom but he's not far off. he makes Luthor look like an idiot.
The only reason he's lost each time has been because either_
a) Some villain or sap that he was using that he thought he had complete control over turned on him ( in some cases even though the control was due to threats on their closest ones or promises to save them from some medical ailment that only he had developed the cure to)b) He was defeated because some street level hero he thought to insignificant to be a threat undermined his plan with some massive plot twist.
Didn't see anything that Master hasn't already done or couldn't do. Master could create an army of cloned heroes or use his Plodex army. His barrier walls circled entire cities and were created in moments. It was said he could have taken the world, the Avengers couldn't do anything to his tech and were in awe of it. Even Kang with his future armada army ran and was pushed back by the Master and Kang and his forces defeated everyone on the planet and became it's ruler.
He has also one-shot Namor with pressure points and broke Sasquatch's arm with a single move.
Are you talking about Power Girl #3? She was weakened from the power drain
BTW, DCnU Humanite is doing the same thing classic in orchestrating events behind the scenes to take over the world. He already was responsible for Alan giving up his MULTIVERSAL power. And he created an ARMY of super clones.
Earth 2 has been a great read since Dan Abnett took over. Highly recommend.

I dont see how any of this puts him above UH.
While I don' think Ulta solos he does counter Master pretty well.
Ultra empowered several beings to low herald level with his knowledge of genetics etc (amazingman, cycletron, deathbolt, genetically enhanced white ape body for himself).
He has also cloned its been shown on a few occasions that he hasnsevetal ape bodies ready as spares and has mind controller them.
He also has trans dimensional/time TP feats. Having TP one shot Brainwave Jnr from limbo while taking over 6 memebers of Infinty Inc. He did all this from Limbo a dimension that is supposed to sap the will of those in there (and has been shown that only He and Brainwave Snr seem capable of resisting it). In the same story he TP spoke to himself from a different decade.
Now one might argue that was pre COIE but the story of Generations saga was referenced several times in post COIE Inf Inc as well as the Ultra's war vs America referenced twice (at least ) in Young All Stars). This means that the story still takes placenand the TP assault from Limbo isnan intagral part of it.
Based on the feats you've mentiined for Master I'd say he and Ultra would be a pretty good Prep battle. Without prep I'd probably give a majority to master though.
