Bart stomps.

Kel Dor, male, 22 years old, Jedi Master, Jedi SentinelWell, this character is absolute best of the best. He has a reputation of being nigh-invincible.
I honestly believe him to be a lightsaber duelist on par with Yoda or Sidious. Even if you believe NR Luke to be highly inferior to the likes of their caliber (while actually 25 ABY Luke is the start of NJO), it should be noted, that Bart counted two wins against him, in the second case 7/11 (just call it 7/10). It suggests a rather clear gap, and Bart lacks the physical traits of Luke. His speed, strength, durability, reflexes, so obviously, his skill edge that allowed him to get those wins against Luke, would be logically higher, as he had to make up with skill for inferior physicals. I would place him at Yoda/Sidious level, or possibly slightly above. He backs it up by straightforward stomping those six guys, with one of them so skillful that he fought against three guys equal to him in everything sans skill... and 2 others equally skilled.
I'm not sure about his Force power and mastery. He shattered an arena that was the size of Star Destroyer's two hangar decks at least, and he could perform such insane feats as blocking two lightsaber blades at once, multitasking at the moment. His mastery should be the top of the game honestly. He ragdolled Force Sensitive guy instantly without gesture or even looking at him, and that speaks for both mastery and power. Not to mention that he essentialy performed his own Transfer Essence lightsided variant on another being, whose spirit was shattered remains linked to a crystal. I would place him at Starkiller's level for power and Plagueis in mastery, and superior to NR Luke Skywalker, but I might be reaching it. On the other hand, Bart's physical capabilities are probably too unexplored to judge them.
