Still doesn't apply, because the Visual Guides deal with movies only. And that would mean, if it comes from the "Ultimate" version of the Visual Dictionary, this would be RotJ Sidious.

2. Considering there are far more impressive displays from other force users, this is moot. Regardless, its pretty vague.

The quote is:
”Beyond the vision of the Jedi Knights, somewhere within the darkness, the greatest master of evil ever to use Sith power bides his time.”
But it comes from the complete Visual Guide, which draws information from all six movies that were released back then. Thus any judgement regarding Sidious' character and power-level is most likely based on all six movies. Even if you want to absolutely read it in context of him biding time, this would still hold true for his RotS self.
@Nai: uh, no, without the context, you cannot conclude that every statement on Sidious needs to refer to his latest chronological incarnation by default, just because it's an Ultimate Visual guide. By that logic, it can't talk about anything Palpatine did in the prequel trilogy because his latest moment of life was in RotJ. That's pretty ludicrous. The quote in question uses the present tense, meaning that it's likely just narrating some era of the prequels. If it had said "Anakin was no match for Dooku on Geonosis", that doesn't mean "Revenge of the Sith Anakin would be no match for Dooku if they fought on Geonosis". Timelines still exist, lol.
And yes, it could refer to RotS, but "could" as in "that could be the answer depending on the context but we don't have the passage", not "it's ambiguous and could mean anything".
I don't see how this is even a question; why would RotJ Sidious be "biding his time" beyond the vision of the Jedi Knights?
