Which characters are the most heinous, evil, and non-passionate.

In other words, who is a straight-up sociopath with complete disregard for life.

Yes Sidious is a given.

Doesn't have to be a sith. Can include non-force sensitives and even droids if you wish.

Both Sidious and Vitiate can at least match her in evil accomplishments imo, and any difference in magnitude of those accomplishments would occur due to power levels and not their intentions. More importantly, she didn't really want to become an abomination, which kinda makes her a victim in her own way.
