I guess it depends on the person, but some definitely do use it more or less in the same context.

Though to be fair I see the term "coon" used a lot more often to describe a member of the black race who had the audacity to speak about the problems of the community without blaming white people or racism.

For example a white person who points out blacks represent less than 15% of the population and are responsible for over 50% of the murders would be racist. A black man saying it..and the response is "youse a coon". Or my favorite actually is the "yo mother is black!" response.
