I think Galen is more technically inclined given he's a master of Juyo, so if they were constantly changing forms it'd benefit him. EU Pre-ANH Vader is still a formidable opponent but Ulic could probably kill him in a difficult fight (Dark Horse Vader had trouble with far less) , but if its based solely off of who is more technical than Galen probably edges it
In an actual fight, probably impossible to say. Galen could spar for hours with Vader, and only collapsed due to exhaustion and Ulic's endurance would probably just narrowly outlast Galen's for him to score a very narrow final blow when his defenses finally falter. So yeah probably Ulic but in truth its really close

This. I remember it being mentioned before that Ulic's physical stamina and endurance was incredible, as he essentially fought almost all his battles with a huge piece of metal lodged into his side. Even without the force, he managed to hold off an enraged Cathar Jedi just through his sheer skill even though he was rusty and was playing defensive the whole time.
