Those weren't actual apprentices, if you paid any attention. He can't exactly go and solve all his problems himself. That is why he wanted enforcers. Said pretty clearly on page 4 or 5 in the book of the Sith. He planned on being emperor forever. Which is why the quote is about him. This isn't some collective group that is all a single entity. This is about one man. The quote is speaking on the Sith so powerful he wouldn't need successors.
