In RotS? They really don't matter at all. Sidious' best feat in Legends at that point, that isn't also in Canon, is him doing ritual shit with Plagueis that took a month. That's not even a combat feat.
Powerscaling works. RotS Sidious can reasonably co-opt the abilities of Galen Marek and Darth Vader, as well as Plagueis, and can reasonably not be assumed to be astronomically weaker than Dark Times Sidious.
