RotJ Luke is a legitimate equal to Vader as a duelist; multiple sources have stated as such, and suggestions that Vader was conflicted are entirely speculative and offset anyway by the fact that Luke was holding back. If Vader were restraining himself consciously, he would've pointed it out in his PoV in the novelization - even if he were just having a bad day, you'd expect him or someone to notice. But we get nothing - Vader may have been more powerful in telekinesis than Luke, but not as a duelist.
I personally say that suited Vader has finally surpassed Dooku in pure saber combat sometime in ESB or RotJ, although many others have Vader more solidly above him - he probably does have a match-up advantage with his djem so, which Luke would get too.
Rage amp Luke utterly destroys him.

Where? Several also put them as equals - and Luke is probably more conflicted given that he was more visibly refusing to fight than Vader was.
That aside, I doubt an equal of Vader would be challenged by Flint, or wrecked by Lumiya, like he was the first time he fought the Dark Lady.
Luke seems to scale up and down to his opponents.

Luke was unfocused by rage and fighting to hurt him. Luke not in a rage easily pinned him to a chair and force pwned him on several occasions.
Sure Luke could destroy him with the Force, and maybe his rage prevented him from seeing that tactical option, but it's a stretch to say he lost his saber technique or something.
