Valkorion could be an excellent duelist but he largely ignored this art.

It's difficult to compare their feats side by side, so I think in this ambiguity the publisher blurbs putting Plagueis above Vitiate are the tiebreaker. Whether he's above Valkorion is largely a matter of personal preference; unbalancing the Force vs. Ziost.
