Stover!Count Dooku vs Darth Sidious (Read OP)

Stover's flowery wording (willing people out of existence, furnaceheart, dream becoming reality etc.) is enough to put Anakin on or above Yoda's level, can it put Dooku on or above Sidious when the force itself serves him as its soul purpose?
