Err, not quite IIRC. Kun was given the title and the markings by Ragnos himself. It was his spirit who quelled the duel between Kun and Ulic in the first place wasn't it? Quite a feat considering Kun was able to crush Nadd's spirit.
I don't recall Ragnos having much involvement with Kun and Ulic at all, tbh.

It doesn't really matter, because the quote refers to him as an ancient Sith and that he's superior to all of them. His feats speak for themselves as well.
