That said, this is pre-prime Grievous, so he loses sabers in a spectacular duel.

As for Maul becoming a better swordsman in Rebels, he probably did. According to Kanan, Maul > Ahsoka, and we have his duel against the three Inqs and his duel against Ahsoka as references.
