Preferably someone with political experience and good leadership.

I'd vote for either Dooku or Pre-Vizsla.

Maybe Padmé or someone along those lines.

But without entities, (legends) Luke. He's fairly liberal, obviously altruistic, wise and incredibly smart. Crucially, with his strength in the Force nobody would dare attack us.

Ignoring Force abilities, probably legends Leia.
