Darth Malak is much, much stronger then Clovis.

Clovis took on Annie boi. He wins.

Malak loses because he doesn't see Clovis for what he truly is (ie. a serpent and a traitor)

I mean Anakin who just caught him kissing Padme would have gutted him alive; Clovis resisted pretty well for a senator
