Why not? Duelists, Force users, tacticians... top 10 dumbest guys in SW. Not in terms of technological and scientific knowledge, but wits, wisdom, shit.

Maul when he was a spider and when he had Talzin's legs; literally had no rational thought other than to kill Kenobi. He cooled off once Death Watch partnered with him. (probably a result of self-isolation rather than a true illness)
Any Anakin. The poor guy was ahead of his jedi peers by so much, was constantly bullied by Mace, never given faith. His mother died (as if being raised by a single mother was bad enough) and then Sidious messed with his head about Padme. Throw in Ahsoka too. I've always felt bad for him as he suffered from some sort of personality disorder.
On the other hand, Vader has PTSD as a result of his loss of Padme always haunting him. Also PTSD form being a slave.
Sidious and Dooku are both sociopaths/psychopaths/narcissists but that doesn't really hinder their combat ability
C3PO seems to have some sort of OCD; He's always preoccupied with rules and protocol which results in his rigidity.
Yoda might have a neurological condition from his speech pattern, assuming he doesn't do it on purpose
Lando is pathological gambler who needs help
Jar Jar is autistic/mentally retarded
Jabba the Hutt is a psychopath given by his complete disregard for human life and violent tendencies.
I don't think Barriss was mentally disturbed, nor was Savage. The latter simply didn't have a very high IQ but that's it.
