No, its not a monumental difference.

And Shadow's rival fight in Generations proves he's on Sonic's tier.

chaos is the guardian of the master emerald. he's knuckles before knuckles. perfect chaos is the pretty much just his super form.

but without the chaos emeralds, i don't see how he can beat superman
