1.) Yes. 2.) Depends if we're talking classic or current IG. Bat-Mite's greatest display of power is killing Spectre(off panel) and destroying a universe. He also tanked Mxy's final 'creation buster'. So he could probably take the Hickman-era IG, but would lose to the Starlin-era IG..? Dunno, though...
