Pre 52 Arthur was faster, stronger and more resilient. The only advantage Peter has is regeneration (and that isn't by much because Arthur also healed faster),and agility.
In Detroit era JLA Arthur beat Steel (who is spidey level speed etc) in every sparing session they had and was able to travel to places in half the time it took steel. Steel could run 70mph and it was stated that Hydrated Arthur could run closer to 150 mph.
As for the "precog" argument

That's just two examples of many of Arthur's TP alerting him to dangers ahead of time, hardly making it one sided.

He is fast and he does have precog. But Aquaman isn't exactly slow himself, as well as being stronger and more durable than Spider-Man. Plus some versions have magic/mental powers on top of that.
