After the opponent dies, Palpatine gets 5 seconds of rest, before the next opponent attacks.

Palpatine can't take his time with lower opponents to rest. He has to kill them as fast as he can. So... he can't slowly torture Agen Kolar to take a breath, etc

I imagine that because the rounds are labeled 1 to 50 with a special exception for Luke, as he is explicitly labeled for the 'boss round', with might exclude him from the rest of the order. Just a thought.

Legends!Dooku could apparently recharge himself nigh-instantaneously in the ROTS novel using techniques Sidious taught him, IIRC.

Sidious might make it through.
