Depends on what you mean by powerful.
Of pain he has learned much. Of knowledge, of teaching, he knows nothing.
Just like Nihilus, Sion isn't powerful in the traditional sense of the word. Their power is not their own and it's not something they can control, it's not the power of Exar Kun or Revan or Sidious or Krayt. Rather, they both are extreme maladaptations, in the Darwinist sense of the word. They were "broken" and instead of healing correctly like the Exile eventually did, their healing became dysfunctional and ended up doing more harm than good. That's why I generally steer clear of debates involving the two of them, as they are more difficult to rank properly due to their natures.
But I digress.
To answer your question, Sion is a lethal threat to anyone who isn't:
a)vastly more powerful in offensive use of the Force, to the point where they can completely dominate him with telekinesis like Kreia did or more esoteric powers like draining, the way Nihilus did in that cut scene.
b)cunning enough to sniff out and exploit Sion's psychological torment and undermine his resolve
But even those two have their limits and are very conditional. Yes, Kreia was capable of "ragdolling" him and is stronger, but killing him is a different matter. The reason Sion submitted to her is that she was once his master and is responsible for effectively "creating" him. So she has a very strong mental hold on him, the way a slavemaster has over his slave or a pimp over his whores.
And while the Exile did defeat Sion by psychological trickery, it was Sion's twisted feelings of love for her. that allowed her to do it. Someone like Revan is certainly very cunning, but he can't inspire the same feelings in Sion and he doesn't have the same personal history with him Kreia does.
If we're talking strictly in terms of dueling, I'd say Sion is a lesser skilled version of Darth Maul. So any number of powerful Force users can defeat him. But as stated in the KOTOR Campaign Guide, other Jedi had defeated Sion only to be blindsided and killed once he "resurrected" himself.
So it's not outside the realm of possibility that, without prior knowledge, someone like Revan would beat Sion rather handily, let his guard down and find himself backstabbed because of it.
Sion, while not incredibly powerful, IS incredibly dangerous. His skill and raw power are about that of your average Sith Lord (around the level of your average Jedi Master most likely), what makes him lethal is his immortality, the fact that he can just keep coming no matter how many times he gets cut down. Anybody who isn't powerful enough to annihilate him with the Force, or isn't smart enough to convince him to die, will not win against Sion.
