Tenebrous should be close to Plagueis level, but not quite equals. So i'll go with Tenebrous, though Arcann will put up a fight.

Close to Plagueis level before shifting the balance of the Force happened. At that point in time, Plagueis apparently saw himself clearly inferior to people like Sadow and Kun, perceiving their feats as exeggeration / legend. Arcann lived in that time, and while I'm rather certain, he likewise doesn't compare to the Ancient masters, I'm pretty certain he could take out Tenebrous by a sheer combination of skill, combat experience and force potential.
