Personally, Plo Koon and Shaak Ti because of the wank they receive from every YouTuber who does versus series' and has them above Anakin.

Arcann's going to be the penultimate bad guy, so he needs a bit (lot?) more screen time.

Even Old Man Bane is a more evil villain than Arcann at this point.

Arcann's too much of a cheap ripoff character to be intimidating to begin with, lol.

Agen Kolar, Darth Talon, Natasi Daala, Koth Vortena, and Nahdar Vebb are my top five.

Characters like Jar Jar, Qordis, and Darovit are too fun to hate for me to list them amongst the rest.
