He tends to lose his tongue whenever he tries that.

He's not tonguing the right spot.

Needs to be more patient and use more saliva.

His secretions tend to have super-properties.

Psychoactive, paralysing, adhesive... each writer came up with something new and forgot the old abilities.

At this point, Toad himself is probably so confused, he doesn't know what powers he has anymore.

Assuming he has it. Wolverine can heal from it in moments, Cap can block it, but Bats would be in trouble.
