Yep, but it doesn't weakens him all the time.
It's important to notice that most of the time he isn't very active because he don't want to harm people so he hold back and avoid using his powers.
And the way Sentry's powers and power-level work, Gotham will just die of powering-up via shortening his life span.

That's a great feat but a fraction of Robert Reynold's psionic power steamrolled the X-men, the Avengers, the SHIELD and the Inhumans before Robert stops it himself.
Sentry and Void are nothing but psionic projections of Robert's power.
