I think it says most Sith troops in general are worth a thousand soldiers in PoD. Sirak was the top apprentice of the Academy and only a few spars away from becoming a full Sith Warrior, so I'd say being worth a thousand soldiers is in his paygrade.

Being worth a thousand soldiers doesn't mean you can beat a thousand at once in open combat. I mean, Luke Skywalker could be valued at quadrillions, or even an infinite number of soldiers in terms of the value he adds.
