If you go by power scaling, of course O'Shenron.

By feats, I don't know. I don't really remember anyone in GT doing anything as impressive as in Z

(P.S. just because, Shenron's pretty much impossible on Z3 difficulty in Budokai 3. 🙂 )

Wasn't Shenron actually by power universal buster?

No. His negative energy would spread out corroding planets over time until eventually the universe was destroyed. He wouldn't bust it with an actual attack or anything, rather he basically would cause the universe to rot.

He obviously stomps Buuhan though.

Going by power scaling, obviously Buuhan gets one-shotted. But GT isn't canon, and they don't have the feats to stack up to DBZ. Especially since Golden Oozaru Baby Vegeta couldn't destroy Earth with his strongest attack.

Going by feats, Piccolo from DBZ would stomp Omega.

Rildo can beat Buuhan, let alone Omega Shenron
