Going by other threads here it doesnt seem so.
Cap Atom is a character whose power lvl varies on where he's being portrayed. In the N52 in his own comic he was Dr Manhanttan lvl minus Dr Manhattan knowledge of Quantum Physics. In the Firestorm comics he was basically a Flying tank with EB and Energy absorption.
The Dr Manhattan veersion was definitely more powerful than SM.
The Flying tank is below SM in power lvl ut still very impressive.
While I mostly post at ICT, I'm amazed at Carver lack of knowledge of a subject he's debating. What Abhi failed to disclose was that SM being affected by a Giant Kryponite meteor that was steadily getting closer to Earth. By the time the fight with CM & Hawkman took place SM was nowhere near close to full effectiveness or power.
