Senator Armstrong vs Outer Haven

We see Raiden with his MGS4 body which is considered vastly inferior to his MGRR body stopping Outer Haven for short period of time. Can Armstrong who's physically much stronger than Raiden completely stop it, or he will throw it into orbit?

He was also severely weakened and missing both his arms. If Armstrong goes full FMA Greed, yeah I can see him at least stopping it.
