Black Panther is definitely the better h2h fighter. I don't think Goblin can take to many cuts from the vibranium claws. T'challa should take this.
BP might win (if he can put out enough damage to get through the suit, which is doubtful) just because he has a superior suit made out of a material that specializes in redistributing blunt trauma (which is what Goblin is restricted to here), but he doesn't beat him through skill, strength,smarts, or speed. Just a super durable suit.
After thinking about it, I'd give this one a draw. Take away their suits, and Goblin would stomp. Give them prep or their gear, and Goblin would stomp. This specific fight just seems a bit tailored against him.

You mean the aerial tram filled with people? An empty one of those tram cars can weigh over 10 tons alone. The one Goblin was holding was filled with people. So it was WAY more than a ton he was holding.
