What stops Palpatine from destroying the Building, or pulverizing them?

I agree rhat he propably would loose in a Battle, but from distance? He has also allies.

There are no buildings. As stated - wastelands of Had Abbadon. Let's say he emerges from a shuttle and the Jedi attack.
