Naga Sadow and Nadd are both close contenders with DE Palpatine, nevermind TPM Palpatine whom they can beat; Kun is canonically more powerful than the two of them so he can hang with Sidious, and potentially even beat him.

Vader and Krayt, particularly the former, are just worthless here.
