I'm going to need a little more than conjecture, and arbitrary scaling to put Tenebrous up there with the elites.

Banite scaling puts Tenebrous up there. But being more powerful than early Plagueis puts him above Vader yeah. Unless you think the gap between early Plagueis and Emperor Palpatine is vast, which I do not. Realistically there should be a level of parity between all the late Banite Sith bar DE Sheev.
