Yeah Ray can make light constructs like a GL.
His energy manip levels were uber actually ae to absorb all the energy of an entire dimension.
When tested by JLA equipment his energy level was stated almost infinite or something like that.

The reason he was considered so powerful is that he was the only one who had enough power to break him out AND the knly one who could put him back
To achieve this he absorbed every bit of light within the dimension in the gem and then absorbed light from outside
These arent even his high end feats, nothing impressive here
